Roger Aaron Brown is an African-American character actor, born on June 12 in Washington, DC. He is well known for his role as Deputy Chief Joe Noland on the hit CBS drama series The District from 2000 to 2004, as well as for his role in the 1988 science fiction film Alien Nation as Det. Bill "Tugs" Tuggle, the former partner of Matthew Sikes. Roger Aaron Brown reprised his Alien Nation role in a flashback scene in the pilot episode of the Fox tv series Alien Nation.

His film roles include Star Trek: The Motion Picture

(1987), Action Jackson
(1988) , and RoboCop 2
(1990).

Brown has made a number of guest appearances in many television shows.
