Connie Carpenter-Phinney (born: February 26, 1957) in Madison, Wisconsin, was an American professional cycle racer and speed skater who won 4 medals in World Cycling Championship competitions (including both road cycling and track cycling) in the late 1970s and early 1980s. She also won the Gold medal in the cycling road race at the Olympic Games in Los Angeles in 1984 as well as 12 U.S. national championhip titles.

Prior to turning to cycling as a sport, Carpenter was a speed skater, one of many athletes who excelled in both sports. As a speed skater, she competed in the 1972 Olympics where she finished in 7th place in the 1500 meter speed skating event. In 1976, she won the U.S. national overall outdoor speed skating title, but an injury prevented her from competing in the Olympics that year.

Carpenter-Phinney had trained on a bicyle during the off-season as a means of cross-training and, after the ankle injury which sidelined her in 1976, she began racing competitively on the bike. In 1976, 1977, and 1979, she won the U.S. national road and track pursuit championships. Later, she would add a pair of national criterium championships to her resume before winning the Olympic Gold medal in 1984.

Carpenter-Phinney is a member of both the U.S. Bicyling Hall of Fame and the U.S. Olympic Hall of Fame.
