Kelvin Ransey (born May 3 1958 in Toledo, Ohio) was a collegiate and professional basketball player in the 1970s and 1980s, respectively.

Ransey attended Macomber High School in Toledo, Ohio in the mid 1970s, the same school later attended by NBA player Jim Jackson. He was a four year starter at Ohio State University from 1976 to 1979. Ransey played both point and shooting guard, and was the second leading scorer in school history at the time of his graduation (now fourth), and an All-American his senior year, when OSU was ranked second in the NCAA men's basketball rankings.

The 6' 1" Ransey was the fourth overall pick in the 1980 NBA Draft, by the Chicago Bulls. He was traded to the Portland Trail Blazers before the season began, and was runner up for the Rookie-of-the-Year award that year (1980-81). Ransey played for six years in the NBA for 3 different teams, averaging 11.4 points and 5.2 assists per game. His best season, statistically, was his second, when he averaged over 16 points and 7 assists. He retired from the game at the age of 27 to become a Christian minister in Toledo, and now lives in Mississippi.
