In the Thomas the Tank Engine and Friends series, Bulgy is a bad-tempered double-decker bus who is out to close the railways and "free the roads" (). He knows how to tell lies when he's in a tight jam, which is why he and Diesel are friends.

When his lies were found out after an accident on a rail bridge, he was decomissioned and became a hen house. However, in Season 7, Sir Topham Hatt put Bulgy back on the road to handle the passenger load. But the hens, who missed their old home, crept into the bus and caused trouble the next day. Bulgy then refused to be a hen house or a passenger bus. Luckily, he accepted Emily's advice on helping a farmer carry vegetables and is now the Island of Sodor's only vegetable stand on wheels. Bulgy likes his new job, for vegetables don't lay eggs, and they never complain. Bulgy is the second vehicle to have its eyes move like Trevor.
