Donna Williams (born December 10 1978 in England) is one of the co-founders of the Neopets web corporation, along with her boyfriend Adam Powell. Ms. Williams mostly works on artwork, marketing and merchandising while Mr. Powell's emphasis is programming.

Prior to Neopets, Ms. Williams was a marketing manager for Shout! Advertising from September 1997 to July 1999, responsible for internet advertising, sales and services, graphic and web design. From July 1999 to early 2000, Ms. Williams worked at Speedyclick.com.

She currently resides in Hollywood, California, US and has two cats and a cockatiel, likes music, going out with friends and playing computer games. Her favorite band is Red Hot Roxy.

Her nickname is Pop Tart. On Neopets, there is an avatar that features her that you can obtain by playing the game "Whack-a-Staff-Member."
