In the fictional Pokémon universe, Lilicove City (Minamo City ミナモシティ; Minamo Shitti in the original Japanese version) is a port city in northeast Hoenn, similar to Olivine City in Johto, and Vermilion City in Kanto. It is the second largest city in the Pokémon world, after Celadon City, Kanto. It has a huge department store, an art museum, and Master-Rank Pokémon contest hall. The S.S. Tidal, which is built in Slateport City in the south by Captain Stern, operates a ferry service between this city, Slateport City, and the Battle Tower.

Lilycove is strange in the fact that it is very large, yet does not have a gym. It makes up for this by being the place for some key events in the game. When you first arrive, Team Aqua (Pokémon Sapphire/Emerald) or Magma (Pokémon Ruby) have invaded the town and set up base in the cove to the northeast of the city. You cannot proceed until you have driven them out.
