Story

Lucia jumps at the chance to join by Mayor Mike Haggar in his effort to defeat the Skull Cross gang, as Haggar had previously cleared her of a false corruption charge. Lucia felt she owed it to help Haggar, in addition to wanting to serve justice to this new threat. An old friend of Cody, she and Haggar were also joined by Haggar's longtime acquaintance Guy, and newcomer Dean.

The Skull Cross gang and its leader, Black, were finally defeated. Lucia continued her role as head of the SCU.
