Succeeding the events of Shadow Moses in Metal Gear Solid, Otacon and Solid Snake form Philanthropy, a group whose main objective is to prevent Metal Gear proliferation.

Otacon provides Solid Snake in the field via codec (nanocommunication) with up to date information and technical support for dilemmas that Snake may encounter. Otacon's support could come in the form of providing hacked information or his expert advice in handling technology. In a sense, Snake is the brawn and Otacon is the brains behind "Philanthropy." Their first mission is the Tanker incident (2007) which occurs in Metal Gear Solid 2: Sons of Liberty.

Philanthropy will appear again in Metal Gear Solid 4: Guns of the Patriots.
