The Scarlet Moon Empire is located in the Toran region of the Suikoden world. It's capital city is the old capital of Harmonia,Rupanda, now named Gregminster.

The Scarlet Moon Empire was created during a civil war within Harmonia in IS 230. By taking advantage of this internal conflict, Kranach Rugner, becomes the first emperor.

Before the plot of the original game Barbarossa Rugner, while on a mission to fight Jowston ,his uncle Geil Rugner took power in the capital city of Gregminster and soon starting a bloody civil war later known as the Succession War. Geil soon lost and was thrown out of power.

During the setting of Playstation computer role-playing game Suikoden 1 the emperor Barbarosaa Rugner is in power.
