Plot

The story picks up a few months from where the story in Superman: The Movie left off. Clark learns from Perry that Lois was rushed to France to cover terrorists who’ve seized the Eiffel Tower, and say they have a nuclear bomb. As Superman, he races across the ocean, surpassing the speed of a Concorde.

French gendarmes blow the elevator controls, sending it plunging unaware that Lois hiding in the undercarriage and more importantly, the bomb was primed before and now is ticking down to critical mass and detonation. Superman arrives in at the tower, catches the falling elevator and rescues Lois. She warns him of the bomb, and he takes the elevator out the top of the shaft and into space. He stops to let the elevator’s momentum carry it on to its explosion, and after he recovers from the shock, he returns to Earth.

Unfortunately, the explosion sets off shockwaves that shatter the Phantom Zone. The three super-powered villains Zod, Ursa and Non who were placed there by the Elders of Krypton at the beginning of the movie are released, but Superman is unaware of this.

Lex Luthor, meanwhile, has escaped prison with Teschmacher's help, leaving a hapless Otis behind. He uses a gadget he constructed in prison to find Superman`s arctic Fortress of Solitude, where he learns from a hologram about the criminals and the Phantom Zone being able to be shattered by a nuclear explosion in space. He hurries south, convinced his device has detected the three criminals' signatures.

Clark and Lois are on assignment in Niagara Falls, Ontario, investigating what Perry calls a honeymoon racket. Superman rescues a boy who falls over the railing, and Lois finally decides it is far too convenient that Clark disappears while Superman shows up. She tries to prove it by falling into the Niagara River, but Clark never changes identities, merely breaking off a tree branch with his heat vision for Lois to use for flotation. Drying up in the hotel room, Lois asks for a brush, and Clark trips on an animal skin rug's head, plunging his hand into the fireplace where it is not burned. Lois discovers his secret identity, and he takes her to the Fortress of Solitude. They have dinner, and after debating with the Kryptonian Elders (represented by his mother Lara) about being in love with a "mortal," he agrees to give up his Kryptonian powers to marry her.

Meanwhile, the three Kryptonian criminals had landed on the Moon and interfered with an expedition (two astronauts, one cosmonaut, but an ordinary-looking lunar module) that`s been there for weeks, killing all three men. The men talked with "Houston", and so they assume that's the name of the blue-white-brown planet, and head for it. They wreak havoc on a small town, devastate the U.S. military response, deface Mount Rushmore, then arrive in Washington DC to attack the White House and demand the surrender of the world to Zod.
