Tech-Com is the resistance force of freed human beings in The Terminator universe. The force is formed by John Connor, a human being who leads Tech-Com to resist the robotic forces of Skynet.

War Against Machines

After the resistance army was started by Connor, a global war raged between Skynet and Tech-Com forces. However, as Skynet was an advanced AI, it began turning the tide of the war towards its favor. Connor and his forces made one last offensive in North America, destroying the Skynet Headquaters in what was once the Cheyenne Mountain Complex. However, Skynet had already researched time travel, and had sent back 3 killer machines (T-800 "Terminator", T-1000, and T-X) to kill John Connor. Connor sends back two of his own men, Kyle Reese and a reprogrammed T-800/850 Model 101, to stop the machines, leading to the events of the Terminator movies.
