House of the Dead 2 is a video game developed and published by Sega for the arcade in 1998 and later ported to the Sega Dreamcast. Like its forebearer, House of the Dead, this video game is a light gun game, focused on zombie-shooting action and the ability to use either a controller or a light gun as an input device.

An agent of the AMS and one of the two main characters of this game. James, along with Gary, is sent to investigate the strange happenings within Venice. After battling many of the undead shambling in the streets and rivers, James discovers that a man named Goldman was responsible for the incident. After defeating Goldman's ultimate creation, The Emperor, James attempts to arrest Goldman, who then commits suicide by falling from the 50th floor of the Goldman Building, the headquarters of the DBR Corporation. Three years later James returns to the Goldman Building trying to stop Goldman's legacy but did it at the cost of his life to close Goldman's "Pandora's Box".

In 2000, G was investigating the activities of Goldman, the CEO of the DBR Corporation, but was injured by zombies. James and Gary encounter him in a ransacked library, where G gives them a report of his investigation entitled "G's File", which gave details on the undead experiments performed by the DBR Corporation.

The CEO of the DBR Corporation, Caleb Goldman was the primary funder of Dr. Roy Curien's research into the nature of life and death. Disillusioned by the greed and selfishness of humans, Goldman attempted to use Dr. Curien's research to destroy humankind in an attempt to save the balance of the world. When AMS agents James Taylor and Gary Stewart defeated Goldman's creation, The Emperor, Goldman himself fell from the 50th floor of his building, stating that a successor would come in time. Three years later, "Pandora's Box" (Ironicly located at the building's courtyard where James and Gary fought The Magician) opened and brought with it the world's collapse.
Judgment actually consists of two creatures - Kuarl (a 3-meter tall, headless humanoid wearing plate armor and carrying a large, bloodstained polearm axe) and Zeal (an tiny, red-skinned, imp-like creature that can fly at incredible speed). Both Kuarl and Zeal were likely attempts by Goldman to recreate The Chariot and The Hanged Man, but defects in their creation pressed for a tag-team force. Zeal telepathically controlled the mindless Kuarl, who was almost invincible due to its heavy armor. Because of this, James and Gary had to attack Zeal in order to stop Kuarl's attacks. Eventually, Kuarl and Zeal were defeated. (He is similar to the Chariot)

A large humanoid with scaly, dark green skin with scraggly patches of black hair on its head. This creature carried a large trident and had the ability to breathe underwater and control certain fish (such as piranhas). The Hierophant had a gill-like vital organ in its chest, which was protected by a ribcage that similar to a venus fly-trap. The Hierophant lead an assault on Venice's waterways during the undead siege, but was stopped by James and Gary.
The Tower consisted of five giant, segmented, worm-like creatures with maws filled with sharp teeth. One of the creatures was blue with a crest of bone on its head while the other four Slave Heads were orange in color. It is unknown whether they shared a hive mind or were independent in terms of intelligence, though the Master Head seemed to possess the ability to thrive away from its counterparts. The Tower stalked the sewers of Venice during the incident in 2000.
